Income Limits


Some programs are available only to extremely-low income persons. Income limits vary slightly depending on the size of the family. Income limits are adjusted each year by the Federal Government. Below is a guide (based on HUD Fiscal Year 2006 income limits*) for determining possible eligibility for Federally funded programs:

Eligible Location

In order to be eligible for most housing programs, you must live within the Central Canton Community Development Area shown in the map. Residential Sidewalk and Curb Replacement Program and First Time Home Buyers Programs are available city wide.

Other Requirements


  1. Applications are processed on a first come, first served basis.
  2. To be eligible for any program, you must be current in the payment of all City Income Tax, County Real Estate Taxes, City of Canton utilities, and Federal, State or City of Canton funded loan/programs such as 312, Urban Homestead, Sidewalk, etc.
  3. All programs require a complete written application with the requested documentation of ownership, residency, income, and assets. Owner-occupied residency requirement is 1 year. Recorded Land Contract owner-occupant residency requirement is 2 years.
  4. All construction activities require the utilization of properly licensed contractors and compliance City of Canton building and zoning codes. Building and zoning permits must be obtained when required.
  5. All construction must be competitively bid by the property owner.
  6. All programs are contigent upon the availability of Funds, and must be in compliance with Federal and City Program regulations.
  7. Assets are defined as short term assets such as: cash, savings, deposits, investments. Applicants with long-term assets are subject to review to determine if applicant meets program income and asset limits.
  8. In some cases, exterior property rehabilitation requires approval from the Ohio Historic Preservation Office.
  9. Homeowner Rehabilitation requires full compliance with lead regulations.
  10. All programs require an executed grant agreement.

Additionally, all projects are subject to Lead Base Paint testing and abatement in accordance with Federal requirements.
