Mission Statement: The Division of Traffic Engineering is responsible to provide safe and efficient movement of vehicles and pedestrians throughout the City. Our mission also includes coordinating our City traffic operations with other related agencies such as the Ohio Department of Transportation (ODOT) and the Stark County Area Transportation Study (SCATS).
The manager of the Division of Traffic Engineering is the City Traffic Engineer, Stephen K. Bryan, P.E. Mr. Bryan reports directly to the Director of Public Safety. More information on Mr. Bryan can be found within the Traffic Engineering Department (see below).
What is Traffic Engineering? Traffic engineering is generally defined as that phase, or profession, of engineering which deals with the planning, design, and operation of transportation facilities, both vehicular and pedestrian. This definition might well be strengthened by including the understanding of the relationship between different modes of transportation, surrounding land uses, and human behavior.
Why do we need Traffic Engineering? Traffic engineering as we know it today has evolved with the advent of the motor vehicle. Before that, historic methods of police control and regulations were used to control traffic. With the complex problems that were created by the motor vehicle, the traffic engineer was called in to apply scientific principles to the solution of these problems.
How do we apply the principles of Traffic Engineering? Traffic engineering principles are applied uniformly in such a way that optimizes the movement of traffic throughout the City, but maintaining sensitivity to different modes of transportation, surrounding land uses, and human behavior. Traffic engineering principles are applied in accordance with the Ohio Manual on Uniform Traffic Control Devices (OMUTCD).
